Foundational Supports and Inclusion in Early Childhood Education and Care

The Front Project and Centre for Policy Development (CPD)’s report, “Foundational Supports and Inclusion in Early Childhood Education and Care” explores how the delivery of Foundational Supports in early childhood education and care (ECEC) can support all children to thrive. 

The development of a Foundational Supports Strategy, alongside aspirations and potential reforms towards a universal ECEC system, offers policymakers a unique opportunity to integrate Foundational Supports into mainstream ECEC services, including childcare and preschool. With approximately two-thirds of children in ECEC settings by age three, it’s crucial to consider how Foundational Supports are integrated into these environments. A companion policy recommendations paper has also been written to identify actionable recommendations stemming from the consultation process, outlining specific steps that governments and policymakers can take to address key issues.

Throughout the consultation period the Front Project and Centre for Policy Development:

  • Engaged 23 peak bodies and stakeholders from the early childhood development, early childhood education and care, and disability sectors.
  • Partnered with The Apiary to conduct a survey with ECEC practitioners.
  • Ensured we had representation from every Australian state and territory and regional and remote.
  • Conducted a peer review process with 15 ECEC and disability stakeholders to test the draft policy recommendations and ensure the consultation paper reflected input.
